The Project is being

Eastern Provinces and covers both cleared and uncleared areas. It is
operated in Trincomalee. The
project contributes to the Government’s overall relief and rehabilitation
programme for the North East by improving the living conditions and well
being of communities that have been affected by the conflict, particularly
communities that contain significant proportions of internally displaced
people.

The Project addresses the
rehabilitation of essential economic and social infrastructure, thereby
contributing to the restoration of community livelihoods in the conflict –
affected areas. It will enable people to rebuild and resume their normal
lives by reconstructing roads; power and electrification infrastructure;
community facilities including small-scale water supplies, sanitation,
education, health, access roads, renewable energy and other
community development activities and Jaffna water supply feasibility
study. |

The objective of the Project
is to support rehabilitation of essential infrastructure and restoration of
community livelihoods in the most severally conflict-affected areas of the
North and East. |
|

|
|
The Project is implemented
using a sector approach through which sub-projects are selected on the basis
of pre-agreed criteria. It includes the following components: (i)
rehabilitation of about 500 kilometers (km) of national roads; (ii)
rehabilitation of power transmission, distribution and rural
electrification; (iii) smaller-scale community infrastructure rehabilitation
and activities, such as schools, water supplies, health centers, minor
roads, renewable energy, income generation opportunities and others for
conflict – affected communities throughout the project area. It also
finances a feasibility study for water supply and sanitation system for the
Jaffna peninsula, where the lack of such systems largely because of the
conflict has resulted in a serious public health crisis. |

The Project contributes to
the Government’s overall relief and rehabilitation programme for the
conflict-affected areas of the Northern and Eastern provinces, which make up
almost one third of Sri Lanka’s area and contain about 10% of its total
population. The project will focus on essential economic and social
infrastructure and address basic needs in the conflict –affected areas
through health, education, agriculture, community development and income
generation sub-projects. Restoration activities focus on medium-scale
sub-projects designed to bridge community development with broader
district-level improvements. |

particularly in the North East. The purpose is to restore basic social

already under way through the existing NECORD Project. |

Subproject approvals is on the same basis as NECORD. NECORD – Ext is
implemented using the same process approach and implementation arrangements
as NECORD. |

NECORD II supports the

provinces. Post – Conflict rehabilitation will address basic needs in the
Conflict affected areas through health, education, irrigation, agriculture,
community development institutional infrastructure and income generation
projects. |

The main objective of NECORD
– II is to rapidly improve the living conditions and well- being of a
significant number of people in the conflict-affected areas of the North
East by restoring basic social infrastructure, community and public
services, and augments Sri Lanka’s rehabilitation and relief efforts
underway in the conflict-affected areas.
The Project’s rehabilitation
subprojects will further community development, rehabilitate access roads
and develop institutional infrastructure. Given the recent increase in the
North East construction activity, an HIV/AIDS awareness campaign is carried
out among construction workers and internally displaced people. |

TSUNAMI AFFECTED AREAS REBUILDING PROJECT (TAARP) |
|
| |
|
| |
|
|
On 26th
December 2004, a 9.0 magnitude earthquake near Sumatra sent several Tsunami
waves that struck over two thirds of Sri Lanka’s coastline and caused
catastrophic destruction; more than 31,000 people died, thousands are
missing and another 440,000 people are displaced. The Tsunami affected
population is estimated between one and two million, out of the total
population of about 19 Mn. Nearly 100,000 houses were destroyed and another
46,000 damaged. The North East region is the worst affected area by the
Tsunami. Infrastructure and fishing industry assets such as boats and nets
were damaged or lost. About 60% of the damage occurred on the North East
Coast. Tsunami related financing needs for rebuilding are estimated at
approximately $ 1.5 billion.
The Asian
Development Bank, European Commission and GOSL are funding the TAARP. |

Component
‘H’ is implemented by the Project Management Unit, North East Community
Restoration and Development Project, headquartered in Trincomalee.
Subprojects under Component ‘H’ aims at redesigning and rebuilding damaged
structures in health, education, water supply and sanitation, irrigation,
rural roads, village and community development infrastructure and fishing
sectors. Shelter and Institutional Infrastructure, including courts and
district registries, with improved access for the disabled, will incorporate
pre-existed sites. Designs will incorporate risk mitigating measures to
improve durability and avert or reduce the impact of natural disasters. |
