EXTENSION PROJECT -II (NECORD II)
Project Area
The Project is being implemented in the 8 districts (Jaffna, Kilinochchi, Mullaitivu, Vavuniya, Mannar, Trincomalee, Batticaloa, Ampara) that of the Northern and Eastern Provinces, and covers both cleared and uncleared areas.
Project Description
NECORD II supports the Government’s rehabilitation programme for the Northern and Eastern provinces. Post – Conflict rehabilitation will address basic needs in the Conflict affected areas through health, education, irrigation, agriculture, community development institutional infrastructure and income generation projects.

Objective and Scope
The main objective of NECORD – II is to rapidly improve the living conditions and well- being of a significant number of people in the conflict-affected areas of the North East by restoring basic social infrastructure, community and public services, and augments Sri Lanka’s rehabilitation and relief efforts underway in the conflict-affected areas.
The Project’s rehabilitation subprojects will further community development, rehabilitate access roads and develop institutional infrastructure. Given the recent increase in the North East construction activity, an HIV/AIDS awareness campaign is carried out among construction workers and internally displaced people.

The project is funded by the ADB, GOSL and Sweden. Funding is a combination of grant and loan financing.
Period of Implementation
April 2005 to 31st December 2008.
Executing Agency
Ministry of Nation Building and Estate Infrastructure.
Implementing Arrangement
The implementing agency is the Northern and Eastern Provincial Councils.
NECORD II is implemented through the Project Management Unit of NECORD, headquartered in Trincomalee.
